This appears to be nice quality self regulating heating cable. Works as advertised when you plug it in the cord will warm up. The 6ft length is good for us for keeping water valves/meters from freezing in commercial buildings when the rest of the water is shut off. Also works well for keeping the outdoor hose bibs from freezing if you can access where your pipes exit the house just wrap the last couple feet and you’re good through most winter weather.
